So the Romulans are essentially descended from the sanitation workers and criminal underclass of 'old Vulcan'? I much prefer that to the 'mysterious and malevolent unknown foes' that we're usually shown.

Not necessarily, or at least not just that. There is still room for them to be highly intelligent (at least some of them), only "less logical" or otherwise lacking in certain Vulcan traits.

No, if that had happened then the Vulcans would have died from an unsanitized telephone.
