Sounds like TOS was closer to reality than anything since then.

I'm so glad you posted this.....
I am working on a fic where my character is a Communications Systems Engineer....HOWEVER I kind of feel like she is falling under two departments....Engineering and Communications.
Not really sure where someone like that will fit in.
I'm thinking Engineering....however her specialty is the Comms systems on the ship.
So would she answer just to Trip? Or Hoshi? Or Both?
Any ideas?

Here is my reasoning... as far as I know all the Navy Comms guys I work with are just that comm guys....even if they are engineers and since Starfleet is set up like the Navy.... 
She would be considered Comm. Right?
This is the reason I could see her doing both fields.

Communications might actually be under Operations.

Yeah. They're Ops on the Reuben James. I think this covers what you're talking about, yeah?

There doesn't need to be a separate "Communications" department ... it just doesn't make sense to have one when we've heard of what? Two comm officers on the NX-01?
Well, they still dropped the ball with the XO. Yeah, I like Spock and all, but having him juggle the jobs of SCI and XO just doesn't make sense.
But then, at the risk of being accused of heresy, a lot of the decisions they've made throughout Trek haven't really made sense to me...

One thing that strikes me is that there should be a certain amount of cross training and postings between the departments, no matter how you organize them. I mean the guys running the hydroponics would need help/assistance from the biology labs. Navigation would need help/assistance from stellar cartography. Etc. etc.

Look at whatever Harry Kim did... he was the Ops officer.
From what I've seen I think Ops falls under Communications. Cuz Kim also did a lot of "no response" with hails, especially in that one ep where Tom Paris commenderred the Delta Flyer to knock out those underwater oxygen refineries.
I agree that Environmental classifies with engineering. that's how most of the Trek series have done it. It does seem that that would be under Life Support Systems.
As far as Logistics...I can see that being handled by a non-commissioned officer, but I can also see the Armory Officer sharing those duties with an NCO, or perhaps having final say.
