Kotik, the speaker is Shran. Not sure of the Episode either Andorian Incident or Proving ground.

I'll chalk that up as a win for Silverbullet. It's indeed our blue friend and the Episode is "The Andorian Incident". By the time of "Proving Ground" he was not as confused about humans anymore. And the "side-effects" is the fact that he was in Archers debt.
