Well, the species are wrong but it is a person of one planet talking to another. And these two have a long-standing history of rivalry. Usually it's friendly rivalry, though.

I've only ever really watched TNG and ENT in full though, with the odd DS9 episode, so when it's not from either of those series I'm afraid I could guess ad infinitas here...

It's from one of the movies, if that helps you any.
