Sounds like non-allergic rhinitis, which is allergy-like symptoms due to intranasal histamine release triggered by temperature changes, strong odors, etc. Oral antihistamines don't work, but an intranasal antihistamine nasal spray like Astelin is what I treat it with, or intranasal steroids like Flonase. You've got to use the meds every day, though, since they take a couple of days to take effect and have to be in your nose when you get exposed to your triggers. Might be easier just to stay inside as much as possible when it's cold outside and carry tissues.
