Not really. It is a fact. Nobody, I mean nobody, has more of an influence over who a person becomes than their primary caregiver for the first years of their life. And that influence extends throughout a person's life, for good or ill.

often it is only an illusion.
the influence lasts till school and then the peers often become a far greater one.
i have seen so many kids stray far far from the the way they were raised early.

I think it's too sentimental for Vulcans to say they sent her because she's T'Mir's great-granddaughter. The other reasons suggested are all logical.
