It was Uhura but not Sulu... pretty much some non-descript alien Ensign... oh, and you got the movie right too... so thats at least 2 out of 3.

It's Picard to the littlest of the 3 kids he gets stuck in the turbolift with. Episode 'Disaster' I think it was called. The little guy's science project was about radishes. He gives the girl 2 pips and calls her "number one", and gives the 2 younger boys 1 pip each.
