In fact, my theory is that that's her original color and she used to dye it darker when she was in the High Command to not stand out.

A simpler explanation, though I'm not sure how true this would be in the confines of a starship:

Her hair was shorter in the earlier seasons. Assuming Vulcan hairgrowth mirrors that of human, her hair's growing an average of a half inch a month, and hair that short usually needs to be cut every 4 weeks to keep its shape and look tidy. So she's cutting off the old as quickly as she's putting on the new.

But then it's grown from a pixie cut to more of a layered bob shape. Longer hair is older hair, so it's had more exposure to elements, pollution, detergents, etc., which can natrally lighten hair, much the way people who spend time in the sun have lighter hair. Even depending on what chemicals are in their water on the ship (and I'm sure there are a lot to make it safe and sanitary to drink because it's all recycled), it could be lightening just by taking a shower. This can account for at least two shades of lightening here on planet Earth--no one's hair is the same after showering in Ann Arbor water for a while!

No one else's hair lightened, so maybe we could blame that on something unique to Vulcan pigment cells.

So if a rationalization is needed for T'Pol's lightening hair, that's mine.
