Um, question. If there's a minimal atmosphere and no weather, wouldn't the water be a finite resource?

Oh oh. It's only a matter of time before we get some wild-eyed moon huggers saying, "Hey, you can't use up that water! You're going to destroy a pristine environment!"

Once you have the necessary supply of water inside a dome, you can, at least in theory, create a more or less self-perpetuating ecosystem. Kinda like a starship...
