We employ the formal and informal forms of addressing in Russian the same. But if you wish to be rude towards some strangers you will use informal address. I use the formal speech during talking with my friends as the joyful banters. It was differently many years ago. But those questions trouble much older persons than me.
For me the most important in the speech is its tone.
