Sisko was in charge of Deep Space Nine for three or four seasons of the series while still a commander. Then he was promoted to captain, but it did not seem to me that his duties changed much. It always seemed to me that a person running a starbase should at least be a rear admiral. A starbase serves many ships. There must be a lot fewer starbases than ships and starbases would seem to be of great strategic importance.
Working on a major fan fic project. Two-thirds done. Hope to put it up in the not TOO distant future.

Well, except that it wasn't in the same category as a Federation Starbase... don't forget, the Bajorans control Deep Space 9, or at least, they own it officially. They simply conceded that they did not possess the military resources to operate it on their own, and since the Federation is yielding aid in the wake of their post-occupational recovery, they get officers. Thinking about it in retrospect, it would probably make more sense, especially given the extreme pride of the Bajorans at having liberated the station, that a Bajoran commanded the station and a Federation officer served as 2IC. But anyway, I think that sort of explains why Sisko doesn't have to be a "General Officer", because he's more like a foreign exchange officer assigned to a foreign government.

In TOS starbases where commanded by Commodores (0-7), later known as Rear Admirals (Lower Half). So I would put a commodore in charge of Starfleet's first starbases. That's a rank one grade above Captain, btw.

Dont forget, that in the begining all that DS9 was ment to be to Starfleet was as Fueling station/minor repair base for the deep space/patrol vessels, an also as away of makin amends to the Bajorins for not comin in an blastin the Cardasians the hell off of Bajor.
It really wasnt all that important to Starfleet/Federation before the Wormhole.
An since Sisko went an made it Important, I guess the Brass saw it fitting to keep him in charge once it was declared important, as a form of reward to Sisko.
Uh Rigil. Ive been wondering, How exactly would you handle a courtmartial of Archer?
While I can see TPTB going through the motions of a false/show trial for his immoral Actions as CO in the Expance, but wouldnt eventualy find him guilty of anything there in the end,
cause his actions were necesary in the end. But the thing I cant see them letting slide (if TPTB of the fleet are moral) would be his actions in "Daedalus". His actions in that incident should of gotten him hanged at a courtmartial.
Now I realise ( as much as Id like to see Archer kicked off an a Real CO put in the center seat) that he wont get kicked off. The only reason I could see Starfleet letting him go with a slap on the wrist, is if the Rommie war/ tenssions broke out, an they needed :cough: experanced COs an couldnt afford to lose Archer.
